FASTag New Rules from November 1: Who Can Get the Annual Pass Near Toll Plazas?
New Delhi, October 28: From November 1, 2026, people living close to National Highway toll plazas will have a cheaper way to pay tolls. Residents within 20 km of a toll plaza can get an annual concessional local FASTag pass, the Ministry of Road Transport and Highways (MoRTH) has said.
How much will the local pass cost?
The fee depends on where the toll plaza is located. The annual fee is Rs 1,500 for plazas outside municipal or local town limits, and Rs 3,000 for plazas within municipal limits.
Who is eligible?
Eligible non-commercial vehicle owners who have a valid, working FASTag and live within 20 km of the plaza can choose between the existing monthly pass and the new concessional local pass. Commercial vehicles are not covered.
Valid at one plaza only
The pass is tied to a single toll plaza. It works only at that plaza and cannot be transferred to any other. The concession is also subject to conditions related to alternative roads and closed toll collection systems.
How much can residents save?
Eligible residents currently pay Rs 360 a month, or Rs 4,320 a year. Those opting for the Rs 1,500 pass could save Rs 2,820 annually, and those paying Rs 3,000 could save Rs 1,320.
How is it different from the regular FASTag Annual Pass?
The two passes serve different users. The local pass is meant for residents who live near one particular toll plaza, while the regular Annual Pass is for private vehicles travelling across covered National Highways and Expressways.
The national pass is valid for one year or 200 toll plaza crossings, and its fee was revised from Rs 3,000 to Rs 3,075 for FY 2026-27.
Legal basis
The provision comes through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, which take effect on November 1, 2026.
What the government says
The ministry noted that over 13 crore FASTags have been issued across the country, and said the new option is meant to make travel more economical and improve ease of commuting for people living near toll plazas.
What residents should do
Residents are advised to check whether their local toll plaza is covered by the scheme and confirm the applicable annual fee before applying. Details on documents and the application process were not clear in the reports reviewed, so applicants should wait for NHAI’s official guidance.
